Seal Beach OKs sex offender ban for beach, pier and parks

SEAL BEACH – Sex offenders will be banned from this town's beaches, parks, jetties, pier and the adjacent parking lots under a new law given initial approval Monday night.
"We're sticking up for the kids," said Orange County District Attorney Tony Rackauckas, urging the City Council to approve the ban that is modeled on a similar county law.The Seal Beach City Council voted 5-0, without any discussion, to approve the law.(On Monday, Cypress relegates registered sex offenders to a particular part of the city.)
If adopted at the next meeting, Seal Beach would join a growing number of Orange County cities that have created similar laws targeting sexual predators. They include Huntington Beach, Irvine, La Habra, Laguna Hills, Lake Forest, Los Alamitos, Mission Viejo, Rancho Santa Margarita, Westminster, Yorba Linda and the county itself.
Fullerton was the first city in Orange County to bar sex offenders from loitering within 300 feet of parks, schools and daycare centers. County Supervisor Shawn Nelson and Rackauckas last April crafted the county law barring registered sex offenders from county parks, harbors, historic sites and beaches. Some of the city ordinances are modeled after the county's law but vary from it. Irvine, for example, passed a narrower version focusing on offenders who victimize minors.
The laws have been criticized as overly broad, unconstitutional and difficult to enforce.
In Seal Beach, there are 10 registered sex offenders, according to a staff report. Seven of the 10 live in the retired senior community of Leisure World, one lives in College Park East neighborhood and another one lives in the Hill neighborhood, north of PCH. The 10th offender is registered in the Oakwood Apartments but he no longer resides there, according to the staff report.
Called a "child safety zone," the new law would make it a misdemeanor for registered sex offenders to enter recreational areas where children gather. A first conviction would lead to a maximum of six months in jail or a fine up to $500 or both.
California has a number of measures to protect children from sexual predators, who are required to register their addresses with law enforcement.
The laws include: Jessica's Law, a 2006 voter-approved act that requires, among other things, all registered felony sex offenders to be monitored by a GPS device while on parole and bans them from residing within 2,000 feet of any school or park where children regularly gather; Senate Bill 1128, a 2006 law that prohibits sex offenders from entering school grounds without written permission; Chelsea's Law, a 2010 law that includes increases in penalties, parole provisions and oversight for offenders who have attacked children.
The general public can access a sex offender database, with the addresses of registered sex offenders, at meganslaw.ca.gov.

Questions are mounting over the state of California’s prison system following the death of a hunger-striking inmate protesting conditions behind bars. Christian Gomez, 27, died at Corcoran State Prison, just six days after he and about 30 fellow prisoners began refusing food. Gomez was one of thousands of California inmates who have staged hunger strikes in 12 prisons since July after the U.S. Supreme Court ruled that California prison overcrowding was causing "needless suffering and death" and ordered the state to reduce its number of prisoners. We speak with Gomez’s sister Yajaira Lopez and to attorney Carol Strickland of the Prisoner Hunger Strike Solidarity Coalition. "When he did get [to Corcoran State Prison], he did explain to us that he was participating in a hunger strike," Lopez says. "They were fighting for just fair treatment." [includes rush transcript]

Protective Custody (SNY) Flooded with Gangs in CA

    I pussed out of the Mainline in CA Prisons after spending 15 years there and it was one of the best decisions in my life. Mainlines in CA Prisons can be extremely dangerous. I was scared shitless a number of times over the years and sweated it out daily that my jacket had a sex beef on it. Very, very risky. On my one and only PC (they call them Sensitive Needs Yards now) yard I was surprised to see gangs there. I thought a guy went PC to get away from all that crap. Fucking morons. I spent a year and a half in PC and never had any trouble there like I did on the Mainline, but the gangs did fuck with other guys. I hear in the wind that PC is going to be the new Mainline and everybody in General Population will be locked down. I also hear that CA is going to make some yards just for SO's. Who knows? Facebook ban raises questions on punishment
Sex offenders are an easy set of criminals to condemn. Their offenses are reprehensible. Politicians can get a lot of mileage out of seeming tough on crime when they load up their sentencing requirements.
But when does the list of penalties become too outrageous? Do lawmakers and the governor believe sex offenders can’t be rehabilitated? Can someone have served his time and move on, or because it is a sex offense, is that impossible?
A recent legal argument over sex offenders is raising those questions.
A federal judge this month threw out a Louisiana law banning certain sex offenders from Facebook and other social networking sites, saying it was an unreasonable restriction on constitutionally protected speech that could keep them off the Internet entirely.
The law, which took effect in August, made it a crime for anyone convicted of a sex offense against a minor or of video voyeurism to use networking websites, chat rooms and peer-to-peer networks.
Gov. Bobby Jindal and lawmakers said the ban was designed to keep sex offenders from seeking out children in online forums.
“The Internet is the virtual playground where sex offenders are trying to strike and prey on our kids. We must have the tools to crack down on monsters that are preying on our kids,” Jindal said in a statement.
The law, according to U.S. District Judge Brian Jackson, also could bar the offenders — including those who have served their time in prison and on parole — from reading news websites, searching for jobs online and working in positions that involved the Internet.
That type of isolation could make it impossible to re-enter society.
Jackson said the prohibition went too far, infringing on constitutional rights.
“Although the act is intended to promote the legitimate and compelling state interest of protecting minors from Internet predators, the near total ban on Internet access imposed by the act unreasonably restricts many ordinary activities that have become important to everyday life in today’s world,” Jackson wrote in his ruling.
During a hearing a few months before his ruling, Jackson noted the statute would appear to ban the sex offenders from even using the federal court website.
Conviction of the crime of unlawful use or access of social media carried a prison sentence of up to 10 years. A second conviction required a prison sentence of at least five years and up to 20 years.
The ACLU of Louisiana sought to overturn the law on behalf of two sex offenders identified as John Doe and James Doe. John Doe is from East Baton Rouge Parish and was convicted in 2002 of possessing child pornography. James Doe is from Iberia Parish and pleaded guilty in another state to having a sexual encounter with a minor, according to court documents.
Jindal vowed to appeal Jackson’s ruling.
“Louisiana families should have the comfort of knowing their children are able to go online without the threat of sex predators. It’s offensive that the court would rule that the rights of sex predators are more important than the rights of innocent children,” the governor said.
In recent years, Jindal has made a crackdown on sex offenses among the centerpieces of his legislative agenda each year. He’s signed into law bills that allow for chemical castration of sex offenders, lengthened jail sentences and expanded monitoring and restrictions on where they can live and travel.
Lawmakers have gone along with nearly every proposal Jindal offered. They balked, however, on a measure to allow the confinement of sex offenders beyond their prison sentences, by involuntarily placing them in mental health facilities for treatment.
The Legislature will get a chance to revisit the Facebook ban in the upcoming session that begins March 12.

One of the worse aspects of The Sex Crime Witch Hunt is how many young men are caught in the web of being a "Convicted Sex Offender" for having consensual sex with underage girls, especially 18-19 years olds who had sex with a gal 1-3 years younger. STRASBOURG (Reuters) - Germany should stop the "degrading" practice of surgically castrating sex offenders, the anti-torture panel at Europe's top human rights watchdog said on Wednesday.Under German law, serious sex offenders can volunteer for the operation as part of their treatment.
The Strasbourg Council of Europe's anti-torture committee said the procedure was rare in Germany, with fewer than five cases a year over the past decade.
But surgical castration was mutilating and irreversible and there was no evidence it prevented men from committing new sex crimes, the committee said in a report on Germany.
"Surgical castration of detained sexual offenders could easily be considered as amounting to degrading treatment," said the report.
"Therefore, the Committee recommends that immediate steps be taken by the relevant authorities to discontinue in all German Laender (federal states) the application of surgical castration in the context of treatment of sexual offenders," it added.
The German government said in an official response to the report that the practice was under review but it believed there were medical grounds for continuing to offer the operation.
Under German regulations, a sex offender can be castrated if he ask for the procedure, is older than 25 and gets the approval of a panel of experts.
The Czech Republic is the only other European country to allow sexual offenders to choose surgical castration. The committee's report on Wednesday only focused on the situation in Germany.
A less invasive chemical procedure, that blocks the creation of testosterone, is a mandatory treatment for offenders in some U.S. states and in Poland.
Other countries let sex criminals choose this form of chemical castration.

Since the passage of Jessica's Law in 2006, the California Department of Corrections and Rehabilitation (CDCR) has been working to aggressively enforce new residency restrictions, and to utilize new technology - such as Global Positioning System (GPS) - to monitor sex offenders more closely and efficiently. California's parole division has made it a priority to work with local law enforcement to implement Jessica's Law, better monitor sex offenders released from prison and ensure public safety.
Of the almost 92,000 sex offenders statewide, CDCR is only responsible for a little more than 11% (10,781).

To "triangulate" means that a GPS receiver measures distance using the travel time of radio signals. When a user's GPS ankle unit reads the signals sent to it by the satellites, these signals can provide information as to the wearer's location, speed of movement and direction of movement.

Stockton Evicts Homeless RSO's at Shanty Town

Parole agents rush to keep track of sex offenders after campsite eviction

STOCKTON, CA - The Stockton city government had a highly publicized eviction of homeless squatters at a shanty town down in Mormon Slough last week.
However, further down the Slough, by Jefferson and A Streets, a different campsite was quietly dismantled; it was the long time home to dozens of sex offenders.
"All of them, the 20 that were there, couldn't find housing that was compliant with Jessica's Law," California State Parole Delta District Administrator Julie Kaplan said. "Homeless shelters they can't go to, because they're family shelters with children and women. Some found businesses that gave them permission to stay on private property."
Kaplan said when transient sex offenders are evicted, the parole agents have to scramble to keep tabs on them.
The California State Parole District in Stockton currently has 20 transient registered sex offenders under its watch. San Joaquin County Probation Department has seven homeless sex offenders. Both agencies track sex offenders with GPS ankle bracelets.
"We get five minute increments on a map that show exactly where that offender has been," SJC Probation Department Assist. Chief Stephanie James said. "We can also set up exclusion or inclusion zones and if the offender steps somewhere where he shouldn't be, his agent is notified immediately."
One homeless registered sex offender said the GPS device must kept charged.
"We're tracked. A computer tells them exactly where we're at and it sets off an alarm if you're violating," said the offender, who wished to remain anonymous.
Kaplan said a week after the city's eviction of Mormon Slough, many of the 20 registered sex offenders are now back at Mormon Slough. The campsite now sits further out of view from the above neighborhood on A Street.
"They let their parole agents know they were moving back or near that area," Kaplan said.
On Wednesday afternoon, a homeless sex offender registered at the probation department that he was now staying in Mormon Slough.
"We did verify that this morning that he was in fact at Mormon Slough yesterday," James said.
James had no probationary sex offenders staying in Mormon Slough prior to the city eviction last week.
While law enforcement agencies know where homeless sex offenders are at all times, citizens do not. The state sex offender online registry does not list the last known location of transient sex offenders.
"It's unnerving, because you don't know who's down there or how many," said a mother living in the neighborhood above Mormon Slough.
"We went down there to play on dirt bikes and saw a lot of tents," said 17-year-old Tracey Jenkins.
Jenkins found out sex offenders were living below her neighborhood after she and her friends stumbled onto their camp.
"Now I can't go anywhere by myself and I stay away from there. It freaks me out," Jenkins said.
A few neighbors in the neighborhood above Mormon Slough said they still feel safe in their neighborhood despite the sex offender campsite.
"They keep to themselves mostly," one mother said. "If they keep a good eye on them, then it's fine."
Homeless sex offenders on parole must register every 30 days at the nearest police station. Those on county probation report to their parole agent every Wednesday.

Sex Offender ID Cards in CA ?

   You have got to be kidding me. Special ID cards for the almost 100,000 RSO's in CA ? The hysteria seems to get worse and worse. Of course the RSO will have to flip the bill, but with so many RSO's driven into homelessness due to Jessica's Law CA tax payers will have pay for it. I can't see The State forcing all RSOs to carry Special ID Cards, but I never thought I'd have a GPS Shackle locked onto my ankle either. What next? Arm bands? How exactly are these Sex Offender ID's going to keep anyone safer? This is just another scheme by some sleazy politician trying to get his name in the paper proposing a Bill that keeps no one safe, promotes fear, and costs the CA tax payers a bundle that is totally wasted. Adult rape and the sexual abuse of a child are horrible, inexcusable crimes. No one in their right mind would argue this fact.The victims of sex crimes deserve our compassion, sympathy, and full support. We of Californians Against Jessica's Law (CAJL) would never wish to add to the anguish, tragedy, and harm true victims have endured. However; in the last three decades the hysteria over sex crimes, both real and fabricated, has become political and huge profits are being made off of the detection. apprehension, prosecution, defense, incarceration, supervision, control, and treatment of the sex offender and those wrongly convicted. The Sex Crime Witch Hunt Nightmare, as it is now known, is a multi-million dollar industry in California. With these kinds of profits to be made, The Sex Crime Witch Hunt Nightmare, has caught tens of thousands of innocent men and women in It's ever widening web who now must endure the life-long Scarlet Letter of being a convicted sex offender. 63,000+ Californians are now required by law to register with the police as convicted sex offenders and this number continues to grow daily with no end in sight. These tens of thousands must also submit to sex offender community notification that plasters their faces, descriptions, and other personal information all over the internet warning their communities of their presence. Numerous studies have indicated that these internet postings do little to protect the public from true sexual predators. What California's sex offender notification websites does do is create unnecessary fear in the community, mistrust, and promotes violence. Murder, brutal attacks, and other forms of violence has been directed at those unfortunate enough to appear on CA's sex offender web sites. The Sex Crime Witch Hunt Nightmare is about to get alot more nightmarish for the 63,000+ registered sex offenders,both the innocent and guilty, and their families if Jessica's Law is passed by voters on November 7th, 2006. Jessica's Law is an ill conceived and mean-spirited scheme, but highly profitable to a select few, that will force all registered sex offenders in California to wear GPS Tracking Shackles on their ankles 24 hours a day for the rest of their life's. A life-long sentence of having their every move tracked by GPS with freedom only coming with death. If anyone refuses to wear these degrading, all intrusive GPS Tracking Shackles for the rest of their lives he or she will be charged with a felony and sent to prison. In some cases, given a life sentence. Absolute nightmares do not get any worse. The harm done if Jessica's Law passes will be immeasurable. Please vote NO on Jessica's Law and help stop this future nightmare. Help spread the news about Californians Against Jessica's Law and the truth about Jessica's Law.

Our so-called justice system, law enforcement, prison construction profiteers, radical feminists, crooked politicians, conviction hungry prosecutors, and others say that to even question an allegation of a sex crime is a crime itself, no matter how obviously untrue or ridiculous. Finding the truth in sex crime accusations or even if a sex crime was committed is not the goal any longer. Gaining convictions, filling prison beds, and keeping the justice system machine well fed is. Studies show and experts agree that over 50% of all rape allegations reported to the police are untrue and the percentage of child abuse hoaxes are even higher. This is not "blaming the victim". These are documented facts. Can you think of a worse nightmare than being falsely accused of a sex crime, being wrongly convicted, unjustly sent to prison, losing your reputation forever, losing everything you own, and when you are finally released from prison you are told because of Jessica's Law you will be forced to wear a GPS Tracking Shackle for the rest of your life or be sent back to prison. In a lot of cases, those who are now forced to register with police as convicted sex offenders committed their crime 20, 30, 40, or more years ago and never reoffended or were totally innocent in the first place. What exactly will forcing these harmless individuals wear GPS Tracking Shackles for the rest of their life's really accomplish? Horror stories do not get any more nightmarish. Those who profit off of The Sex Crime Witch Hunt Nightmare - corrupt district attorneys, sleazy politicians, the CA prison guard union, the makers of the GPS Tracking Shackles, and others, would have California voters believe that hordes of drooling child molesters are waiting at the gates of every grammar school and playground in California ready to snatch the first child they see. That behind every bush lurks a serial rapist ready to attack any woman who dares ventures out alone in California. It is a wonder any child makes it home safely in this state as they race home from school thru a literal gauntlet of salivating sexual perverts that prowl every street in California these days. They are promoting a Culture of Fear for their own selfish motives. Propaganda, scare tactics, and fear mongering do not get any more insidious. They also want the voting public to believe that so-called sex offenders have far too many rights once accused which makes it nearly impossible to convict them. When these horrid sex offenders somehow get convicted, which they claim is rare, that they get minimal prison time and are sent to some country club lock-up. The exact opposite is true. Sex crimes are the easiest to get a conviction, those convicted are given long prison terms, and those convicted are brutalized and even murdered in prison. Those who stand to profit the most off of Jessica's Law will use any over-inflated statistic, sensationalism, bogus studies, fear mongering, propaganda, and outright lies to scare the voting public into supporting their future money maker- Jessica's Law. According to the Sex Crime Witch Hunters only with more laws, more police, more prisons, more restrictions, and less civil rights will California's children be safe from the unrestrained army of child molesters hiding around every corner in California. The Jessica's Law profiteers also claim that only they can save our kids and only they really care about their safety. All voters and taxpayers have to do is support and pay for any outrageous, ineffective, and vengeful scheme they can dream up. Remember, It's for the kids! Now pay up! The sad truth is that those who profit off of The Sex Crime Witch Hunt Nightmare do not care about our children or the true victims of sexual abuse. Studies indicate that the yearly cost to implement, maintain, and run the Jessica's Law scheme/scam will be well over 200,000,000 dollars a year. Don't worry. It's only taxpayer money. These tax dollars to fund this scheme will no doubt come from education funding for our children or services for the poor. Jessica's Law sure won't protect the public, but it's going to make some officials, their business partners, and their cohorts stinking rich. All thanks to California taxpayers.
* Prosecutors- Everyone hates the sex offender and loves the brave district attorney who punishes them. D. A.'s love accusations of sex crimes. No other crime is easier to convict and generates more publicity. There is no defense once an allegation is made. Sex crime convictions are a slam dunk for over zealous persecutors. The more sex crime conviction notches on their gun belts they can show voters come election time, the better. They must show voters they alone are tough on sex offenders. Convictions, convictions, convictions is all that matters to persecutors,especially when it comes to sex crimes. The truth, justice, or decency plays no part to the new breed of persecutors in the U.S. All they care about is their position and of course money.

* Force them to get "DANGER! SEX OFFENDER" tattooed on their foreheads.
* Force them to wear glow-in-the-dark clothing for easy identification at night.
* Force them to live on islands under 24 hour a day video surveillance.
* Force them to have GPS Tracking Devices implanted under their skin or drilled into their teeth.
* Force them to place giant billboards on their front lawns warning their neighbors of their evil presence.
* Force them to publicly denounce their access to human rights, civil rights, and constitutional rights.
* Force them to get sterilized because they will no doubt attack their own children.
* Force them to get both arms amputated and legs too while we're at it.
Or better yet, why don't we just shoot anyone in the head that is accused of a sex crime? No trial is necessary. They are all guilty anyway. Well maybe shooting them in the head immediately after any allegation of a sex crime is not the answer. Not because it would be insane to do, but because those who profit off The Sex Crime Witch Hunt Nightmare would lose a lot of votes, would lose money, and lose control if those accused were executed on the spot. Much better to just continue to ruin the life's of the 63,000+ registered sex offenders in CA and ruin the life's of their families too. Alot more profitable that way. If Jessica's Law passes it will no doubt mutate in a couple years to laws that force all parolees to wear these shackles, then all ex-felons, maybe deadbeat dads, then immigrant guest workers, people on welfare, and/or anyone one else The State deems worthy of tracking their every movement. At $10 a day for 63,000+ it will cost taxpayers well over $230,000,000 a year for the Jessica's Law scheme. That is the low figure. Others say it will cost a lot more. Where exactly will over a 1/4 billion dollars of taxpayer monies a year come from to keep this scam going every year? Should we raise taxes? Take it from services for the elderly? Take it from educating our kids? How about taking food out of the mouths of the poor and children to pay for Jessica's Law scam of the century. Crooked politicians and corrupt district attorneys tell us that no amount of money is enough to "save our kids" from the unrestrained legions of child molesters that inhabit every street in California. All sex offenders in California are forced to register with police and must submit to internet notification postings that warn their neighbors of their presence. Another thing these sex offender internet notification postings do is promote crime and vigilantes. After appearing on these websites those forced to submit to them and their families have been attacked, beaten, robbed, and even murdered. Refuse to submit to appear on a sex offender notification website and be charged with a felony or go on The State's revenge seeking websites and risk having yourself or family members attacked or even murdered. Either way, a person branded a sex offender is marked for victimization for the rest of their life's. They are not the only one's who suffer a life-long sentence of humiliation, degradation, and zero privacy. Their family members suffer right along with them. Another part of Jessica's Law in California will make 2000 feet (almost a 1/2 mile) around areas where kids may be present so-called "predator free zones" off limits to those on CA's sex offender registers. Those who advocate Jessica's Law use the typical scare tactics and propaganda telling voters that their children will only be safe if we implement "predator free zones" around our schools, parks, and daycare's. Any so-called sex offender living within the 2000 feet limit of Jessica's Law will be forced to move immediately or be arrested. People who have lived in their homes 20, 30, 40, or more years without any trouble will be forced to move or go to jail. Where will they all move to? Within California cities few areas are not a 1/2 mile from schools, parks, and daycare's. In states that have already enacted Jessica's Law 90 % or more of "sex offenders" were forced, with threats of arrest, to find a new place to live. Most of those evicted became homeless, along with their spouses and children who also suddenly found themselves driven from their homes. Jessica's Law 2000 foot so-called "predator free zones" will do nothing for public safety and only generate more fear and mistrust. It will however break up families, cause incredible harm, and waste police time as they make sure the 2000 foot limit is adhered to. "Sex offenders" who have for years followed the requirement to register will be forced to go on the run and live "underground" because they and their families are unable to find housing because everywhere is within 1/2 a mile of schools, parks, and daycare's. The Sex Crime Witch Hunt Nightmare has found It's best ally, Jessica's Law, that will force tens of thousands of Californians to become homeless.
The life's of the registered sex offender, guilty or innocent, does not appear that it could get worse. Now comes Jessica's Law that will not only cost CA taxpayers hundreds of millions of dollars wasted a year, but like the internet postings, do little to protect the public. What Jessica's Law will do is further stigmatize, punish, and ostracize not only registered sex offenders, but also their family members. Why stop at GPS Tracking Shackles for sex offenders? Why not all ex-felons? Why not everyone who crosses our borders? What about the mentally ill? Why don't we just implant a GPS Tracking Device in every man, woman, and child in California? Then we really will be safe from one another. The State could also collect DNA samples from all Californians to be stored in a police database until needed. Or maybe The State can collect information about all aspects of every Californian and post it on the internet, so no one in California could "hide" personal information from their neighbors. It's all for our own good. The State only wants what's best for us. Even if we don't know it yet. We sure wouldn't live in the Land of the Free anymore, but we sure will be safe and secure from one another. Who needs rights, liberties, freedoms, or the pursuit of happiness when we could be 100% safe and live in a Police State Utopia. Jessica's Law is just one of the many first steps we are headed toward this U.S. Constitution hating utopia. We must come together and fight Jessica's Law before it is too late. CDCR is chiefly the ones whom support, organize, lobby, and fund laws and special units,and organizations. I am a Black Transgender On parole with the California Department of Correction I have to register as homeless with LAPD. I am HIV and I am Sleeping in the street in the skidrow area. My Parole officer in Inglewood states that I can not sleeping in a house and if I do I will be arrested. I have a GPS TRACKER on my leg. I don't know what to do I talked with the supervisor concering the matter of me sleeping in the street. She refused to see me I am doing every thing I am suppose to do with the Department of Correction. Here In skidrow we must take our tent down befor 6 am if not you are running the risk of going to jail being on parole the risk is greater. I was released on January 22,2009 From California Institution for men. I agree with the writer 100%. My poor mentally ill son was falsely accused over ten years ago of a sex crime by a child who came from an unbelievably dysfunctional family. (3 criminal uncles (one a convicted pedaphile), a drug addict/prostitute mother and older sister and a home that the girl who accused my son would later call a "crack house". My son had very very bad legal representation by a lawyer who gave us 15 minutes to make the Alford plea decision. What he didn't say was that it was a felony (even though this was asked), that Ken would have to be on the registry and that it was the same as a guilty plea in the eyes of the law and public. My son is presently in prison (2 yrs.going on 3) for going to a snowball stand and being recognized by people who said they wanted to use him as an example even though he committed no crime. He was on probation for being one day late for registering a change of address. I fear for my son's life, safety and mental condition. And I also fear for where can he live when he gets out? He was 36 when this happened and had no more than a traffic ticket on his record. The Baltimore media did a week-long blitz sensationalizing his case with all three tv channels every day for a week and The Sun newspaper all doing a black and white portrayal. It wasn't until the City Paper did an objective piece that he got a small measure of fairness. But he is still in prison with godknowswhat happening to him.

I have a friend that has spent 3 years in jail so far because his wife accused him of child abuse during a nasty divorce. He lost everything. She got everything. So sad!

My husband was convicted almost 10 years ago now of a sex crime that did not even involve a child. He as well as myself are treated like dirt by closed minded individuals that live around us. Anyone getting to know us, finds that we are just like every other couple out there...........Trying to live a decent life. Even though my husbands crime that he was convicted of(court appointed attorney said to either accept the bargain with the guilty plea or face 10 -15 years in prison)did not involve a child, he is still treated like a child molester. People that live around us won't talk to either one of us. The Megan's Law site is part of that issue. Before it went public it was said to be the way to find child molesters in your area. Well guess what, not all people on that site are child molesters. They and their families are treated like they are though. This new Jessica's Law will only make things that much worse. How does anyone that supports this law think that these people will continue to live. Many of these people will lose their jobs as well as their homes. Someone facing a move to the "country" also needs to face the reality of much more expensive housing. How many apartment buildings do you know of in the more rural areas. I don't know about other people but there is no way that we could afford to buy something. Why would we anyway. There is always that chance that some other ridiculous law will be passed and we would have to sell our home. Some would say that that is not their problem. I think it is everyones problem. One of the biggest mistakes that I think people make that are voting for Jessica's Law is that they think a "law" will protect them. If someone is planning to find a child to molest, what makes anyone think these people will stop at these "new" safety free zones. Just because you won't live within 2000ft of a school or park doesn't mean you can't get to one. Molesting a child is a way worse offense than passing a safety free zone area. If they are going to molest, there is no imaginary line that you can draw that will keep them out. Passing a law like Jessica's Law as a blanket punishment for all registered sex offenders is wrong. There are varying degrees of killing someone. Why not start treating them all the same!! Because it wouldn't be fair. Just like this law is not fair to all.

Jessica's Law (Prop 83)is poorly conceived and certainly a result of political pandering to a certain public hysteria. further, it has prooved counter productive in states where it has been put into practice. perhaps even more alarming than the unconstitutional character of jessica's law is the potential for it to be extremely dangerous to the population-at-large. tens of thousands may be forced into a desperate, untenable situation. many of these individuals could well resort to criminal activity to sustain themselves, eventually becoming a direct threat to all via armed robbery, assault, burglary and similar egregious and life threatening acts. being forsaken and exiled by society leaves little hope of undertaking a life with any productive merit. some, perhaps many, who would never consider this type of criminal activity under other circumstances could feel compelled to commit serious crimes and thus greatly endanger others. fear of the system and the consequences of their actions could well become negligable for these individuals...even to the point of committing a crime for the express purpose of being reincarcerated. protecting children is of the utmost priority, but measures such as jessica's law endanger all citizens of california, including children. the options for an rso if the law is enforced to the letter are, for most, to comply and become indigent or go underground. neither of these are in the public interest. gps devices can be removed. those required to register simply won't. these people will vanish; large percentages of rso's who had previously complied with their requirement fall off the radar. this has already happened in iowa. some of these individuals could do much damage before being apprehended and if we are talking about only a few who are potentially truely dangerous, then they are a few out of 60,000 to 90,000 and growing...a few too many. i believe there may be a terrible irony within jessica's law: legislation named to protect the most innocent of society instead becomes an instrument of danger for all society. there are better ways to address the issue than to adopt primitive knee-jerk law.

The repeat offense rates for sex crimes is under 3%. Prop 83 costs too much, is probably unconstitutional and will encourage RSOs to go underground.

Hi; I am a 290 registrant, having foolishly pled no contest to 3 counts of pc647.6 (misdemeanor child annoying). My girlfriend's ex husband finally found a way to punish his ex and sue her for child custody. He found a crzy zealous DA and worked the system until the witch hunt worked. i never touched anyone- I should have fought the charges, but stupidly gave in so "it would be all over". I guess it will never be over. This idiotic law will help no one but the greedy people listed in your essay. I'm concerned about the GPS issue. Does this mean all 290 registrants, regardless of risk level, must wear the bracelet?. Thank you Gary

I just spoke to an Attorney and was told that there are 7 lawsuits already against Jessica'a Law that will tie this disaster in the courts for years if it passes. The number of lawsuits we can imagine will only grow if this measure is passed. Also it is against the law now for a employer to fire a person who is posted on the Internet for that reason. One man was fired from WalMart for being in the Megan's Law Website and is now suing the store. If this has happened to you, contact an Attorny immediately.

I am the fiancee of a registered sex offender. In 1985, he was working as an engineer and selling drugs on the side (a major mistake, of course!). One day he tried to collect on a drug debt. He, along with the two others, was indicted and he was facing 60 years for a long laundry list of charges, most of them bogus. The DA in Oklahoma eventually dropped all but 3: misdemeanor drug, felony kidnapping (they prevented the woman from leaving) and rape (a totally false accusation.) At first he had an attorney which he paid for, but then he ran out of money. He was forced to rely on the public defender. He had exactly one meeting with the lawyer and was told if he didn't accept these three charges, he would face 60 years, a life sentence in name. So he pleaded guilty. He received 10 years and 10 years probation. He ended up doing 5 years and 10 years probation. Now his name in on the Megan's List, even though he hasn't had a criminal offense for 20 years. Since the home is mine, my name is up there, too. Of course he's innocent, but he's learned that he really can't do anything. There's much more to the story but I am feeling very dejected right now. Everyone who wants to learn how, when, where to fight back against this law needs to join United for No Injustice, Oppression or Neglect. Only a large, funded voting group is going to be effective in stopping this and people who oppose need to learn to get out the vote by bringing 20 people each to the polls, write daily letters to editors, put pressure on politicians. I am vehemently against Jessica's law because I don't think ALL sex offenders need to be forced to wear ankle bracelets for life and live 2000 feet from schools and parks. Unfortunetly, I think this bill will pass based on public support. If it does pass do you know of any organization that will challenge this law? IT NEEDS TO BE CHALLENGED!

Another thing Jessica's Law will do is break up families because so-called sex offenders will not be allowed to live 2000 feet from schools, parks, daycares, and ect.... Most "sex offenders" will be forced to move to the country and rural areas because few areas in cities are 2000 feet from these "predator free zones". You guys are right. Another thing Jessica's Law will do is drive the real sex offenders underground where no one will know where they are. I think this law is going to cause a lot more harm than any possible good. I also believe that people will make money from Jessica's Law and that is their motive. Ken J.
