"Megan's Law" for Animal Abusers?

We need a 'Megan's Law' for animal-abusers

I'd like to take this time to let you and your readers know about an ongoing, on-growing problem. It's animal abuse and we must address it.
I got my "best friend" Cody at the Hazleton Animal Shelter and I urge anyone who is contemplating getting a furry friend for life to go to the animal shelters.
Now, getting back to the purpose of this letter. If there's a Megan's Law for sex offenders, why can't there be a "Cody's Law" (or whatever name dog or cat) for animal abusers? They must and should be required to let the city/state where they live know that they are known animal abusers. They then cannot be within a certain amount of feet from an animal and they can never own another animal. If they break this law, they shouldn't get away with a slap on the wrist and a $500 fine. They should be fined at least $1,000 and get at least a year in jail.
If we can't speak up for our best friends in fur, then who will? Readers, any comments?
