The 2 Hour Anywhere Time Limit

Not only am I not allowed to live within 2,000 feet of a school, park, daycare, ect... I am not allowed to go anywhere for more than 2 hours and stay at one location. RSOs on parole in California must always keep on the move. If I stay anywhere in Santa Clara Co. for more than 2 hours I am in violation of Jessica's Law and will be sent immediately back to prison. I have family here! I grew up here! I am outlawed by CA law from staying in any one place for more than 2 hours. It is pure insanity! In Santa Clara Co. over 70% of the area is off limits to RSOs, so basically I am not allowed to stay in any one place for more than 2 hours in this entire county because I (nor anyone else) do not know which area is compliant with Jessica's Law. I even have to leave Church early because a school is close by. I have filed a CDCR 602 form to see if I can be allowed to attend the entire service at our Church. Even my most basic right, Freedom of Religion, is trampled on by Jessica's Law. RSOs on parole in CA are treated worse than Lepers. We have no rights. We are not even allowed to worship our God and attend Church for more than 2 hours. The 2 hour anywhere time limit is one of the worse aspects of the horrid Jessica's Law. I can never relax anywhere. Unless I want to be sent back to prison, I always have to make sure I know exactly how long I spend in any one place. Anymore than 2 hours in any one location and I'll be in San Quentin State Prison by the next morning. Of course at great tax payer expense. One of the biggest rip-offs and waste to CA tax payers is Jessica's Law. How many millions of dollars have been wasted because some RSO, who was forced into homelessness, spent more than 2 hours at any one location. How does the 2 hour limit on RSOs on parole protect anyone? Here's what one RSO said about this insane "law".

Robert, like at least a dozen men CityBeat spoke to, says he’s been told not to remain in any one place for more than two hours unless he gets prior approval from his parole agent.
For Robert, this means parceling out his day in two-hour time slots: two hours at a bookstore, where he can discreetly charge his GPS device—transient registered sex offenders, all of whom wear GPS ankle bracelets, are required to spend two hours each day charging the device—two hours practicing his guitar on a picnic bench, two hours at a movie.
“If you’ve ever seen the movie Groundhog Day, the difference between me and that guy is that I’m on the guitar and he’s on the piano. It’s the same thing; it’s just boring as hell,” he says.

My Church and my 2 Hour Limit

     When I was arrested in Salem, Oregon after 2 years on the run I was looking at alot of prison time. I had fled California after voters passed the unconstitutional Jessica's Law in Nov. of 2006. I was on parole at the time and had founded Californians Against Jessica's Law earlier. See http://nojessicaslaw.org/ .After  being extradited back to CA I could of received a Life sentence under CA's 3- Strikes Law for not registering under the new Jessica's Law and and leaving the state. To say I was worried is a under statement. Out of desperation I turned to God. I wrote 12 churches out of the Yellow Pages and told myself if any of these churches I wrote write back I will go to that church when I get out. The Lone Hill Church wrote back and Pastor Stamps even came to see me in jail a couple times. I ended up pleading guilty to an 8 1/2 year prison term, filed A Romero Motion afterwards to reduce this sentence, and was finally given a 4 year term. Was released in Oct. of 2010 and stuck to my word. I started to attend The Lone Hill Church in Los Gatos. You can check out my new church at http://lonehillchurch.org/ . It's Sunday and I went this morning. I have to leave in the middle of the service because Jessica's Law states a SO can not stay anywhere that is 2,000 feet from a school, park, ect... for more than 2 hours  If I stay more than anywhere besides my hotel room for more than 2 hours I'm at risk of violating my parole. 70% of Santa Clara Co. is of limits to me, even my own church, for more than 2 hours. I have filed a CDCR 602 Grievance to fight this clear violation of my right to religious freedom and my right to worship in my own church for more than 2 hours. Just another example of the unconstitutional Jessica's Law. Pastor Stamps is helping me fight this. My Curfew

    I was falsely accused in1985, wrongly convicted in 1989, and finally released in 1998. I have been a registered sex offender (RSO) since that time. I have been sent back to prison for refusing to register as a RSO several times and for drinking alcohol. I an alcoholic in recovery now. I've had a dozen different parole officers throughout the years and NEVER have had a curfew. I now have one. Keep in mind that besides the false accusation that sent me to prison in the first place I've NEVER been accused of any sexual impropriety before or since. With the Sex Crime Witch Hunt going full steam and the general public thinking now that sex offenders are everywhere because of media sensationalism - I now have a curfew. From 10:00 pm to 6:00 am I am a prisoner in this hotel room. My movements are tracked every 2 feet with this GPS Shackle I have locked onto my ankle. If I dare step out my door, during my curfew the GPS Shackle will alert the local police and my Parole Officer. I would be immediately arrested and sent back to prison. Tonight was my niece's birthday. I had to leave at 9:00pm to give myself time to make it back home. I can not even attend AA meetings at night because I fear my curfew. A flat tire could send me back to prison for up to a year, so I don't risk it. I'm not behind bars anymore, but I am a prisoner in this hotel room for 1/3 of my life. I have already missed my curfew once and had my parole violated. One year was added to my parole for this curfew violation. I now have 4 years of this Jessica's Law Nightmare to endure. What is the reasoning behind this curfew seeing how my every movement is tracked by GPS? There is no reason. It's just another part of the insanity of CA's Jessica's Law. For my parole I will be a virtual prisoner in my home for a total 1 1/3 years. Why? On Halloween my curfew was modified to 5:00 pm to 6:00am.
