Governor Brown's Prison Plan Jeopardizes Safety of Streets

Sacramento – Author of the nation’s toughest child protection law, Jessica’s Law, Senator Sharon Runner issued the following statement on the Governor’s signing of Assembly Bill 109 to shift the responsibility of incarceration from the state to the 58 counties:
“With the stroke of his pen, the Governor has ignited a public safety time bomb.
“This single action will result in the early release of approximately 45,000 inmates.
“This is public safety nightmare!
“You are on your own. Quite simply, the state of California will no longer protect you. As I have said before, every man and woman should get a dog, buy a gun, and install an alarm system with the signing of this horrific law.”

Assembly Bill 109, passed both houses of the Legislature with only Democrat support. AB 109 permits offenders convicted of certain sex offenses to be released without state parole. These offenses include sexual battery, lewd and lascivious conduct with a child 14 or older, and production of child pornography. As a consequence, such offenders would not be subject to GPS monitoring, which is a condition of state parole under Jessica’s Law.
